The Altamira hub, Tamaulipas: the largest, still on paper

At 1,637.78 ha, the Altamira hub is the largest of the 15 and almost twice the size of the second, Reserva Zapotlán (910.82 ha). It has had a state agreement since 18 February 2026, but no developer, no tenants and no published MW figure.

The Altamira welfare development hub (Polos de Desarrollo Económico para el Bienestar, PODECOBI) covers 1,637.78 ha. It is the largest of the 15 hubs and almost twice the size of the second, Reserva Zapotlán in Hidalgo (910.82 ha). It sits next to a port with a 13.5 m draft, in a metro area of more than 900,000 people. The Texas–Tuxpan gas pipeline crosses the site. Even so, as of October 2026 it is still in pre-investment: it has a signed state agreement, but no developer, no tenants and no announced investment.

The land belongs to the state. The counterpart is Tamaulipas’ Ministry of Economy. The incentives are those of the decree of 22 May 2025: a 100% immediate deduction for new fixed assets, plus an additional 25% on the increase in training or innovation spending. In Tamaulipas they run from the agreement of 18 February 2026. Details are in the series overview.

Connectivity

  • Federal Highway 80: 7 km.
  • Altamira–Monterrey corridor.
  • Port of Altamira: 13.5 m draft. Proyectos México mentions a new port terminal projected inside the hub.
  • Tampico airport: 17 km.
  • Rail: Ferromex and CPKC.

No other hub combines this much land with a deep-sea port and two railways.

Energy and water

Altamira is the only hub whose polygon subtracts a gas pipeline right of way. The Texas–Tuxpan line runs through the land. For a chemical or petrochemical park, that is the main advantage: Texas-sourced gas at the gate.

On electricity, public information is thin. Proyectos México only says there are “options identified to expand capacity” and that the new-terminal polygon has water and power on site. We found no MW figure comparable to those of other hubs. The declared sectors are energy-intensive: a mid-size chemical plant or an automotive line each demands several MW. A 1,637 ha hub full of such industries would need hundreds of MW and its own transmission substation.

The declaration also requires disaster-risk mitigation measures. The area is coastal and lagoon-bound. That affects the design of substations, drainage and storage.

What to watch

  • The trust. After the agreement, the next announced step is a fideicomiso. Undersecretary Vidal Llerenas presented the strategy on 6 March 2026. We found no evidence the trust had been set up by 9 October 2026.
  • The MW figure. A SENER or CFE figure on available capacity and reinforcement dates is missing.
  • The first tenant. No developer or companies have been announced. A site this size needs an anchor that justifies trunk infrastructure.
  • Habitability. The file cites a letter from the governor (OE-440-2025, 1 October 2025) for the housing criterion. Real compliance will be measured when jobs arrive.

Our reading

Altamira has the best physical starting point of any hub: a port, two railways, a gas pipeline and an existing petrochemical base in the area. It is also the hub that depends most on a governance structure that does not exist yet. Without a trust or a developer, its 1,637 ha are a land reserve with a tax incentive.

For an energy developer, Altamira is the hub where gas defines the business. On-site cogeneration, steam supply and gas-fired generation for industrial loads are the natural route while the grid is reinforced. Each plant can also install its own generation below 0.7 MW without a generation permit, but at this scale that is marginal. We recommend tracking two signals: the creation of the trust and the first CFE technical opinion on capacity. With both, the hub will have an infrastructure plan; without them, it stays on paper.
