The federal government has opened its single windows for energy. None of them covers what the state and the municipalities decide. Jalisco has already solved that stretch for industrial parks; it now has to apply it to energy projects and, above all, to the grid.

Expensive, stable, long-term rules: what an investor is looking for
Infrastructure investors don't ask for cheap rules. They ask for rules they can price and that last as long as the asset. An expensive rule is paid once; an unstable rule is charged on every cash flow, through the discount rate.

A just energy transition: what Mexico must prepare
The question is no longer whether Mexico changes its energy mix, but who pays and who keeps the benefit. Four ledgers to prepare before the transition settles them on its own: the coal region, the poor household, the host territory and the public purse.
