The Tuxpan hub, Veracruz: 235 ha next to the port and only 4 MW

235.10 ha 7.7 km from the port of Tuxpan, aimed at logistics, energy and heavy industry, but with projected power demand of just 4 MW. Fourteen months after its declaration there is no developer and no tenant; in March 2026 the state created a committee to pick them.

Proyectos México describes Tuxpan as “one of the shortest overland routes to the centre of the country” from the Gulf. The welfare development hub (Polo de Desarrollo Económico para el Bienestar, PODECOBI) has 235.10 ha 7.7 km from the port. Its target sectors include logistics, energy and heavy industry. SENER’s opinion in the declaration, however, projects demand of only 4 MW at maturity. That is one of the lowest figures per hectare in the programme. As of October 2026 the hub is in pre-investment, with no developer or companies announced.

The fact sheet

Field Data
Official name Polo de Desarrollo Económico para el Bienestar Tuxpan, Veracruz
State and municipality Veracruz / Tuxpan
Area 235.10 ha (DOF); Mexico Business News reported 230 ha
Declaration (DOF) 26 August 2025 (signed 18 August 2025)
SE–state agreement 29 August 2025
Target sectors Logistics, agribusiness, light industry, energy, heavy industry, specialized textiles, trade, warehousing
Developer Not appointed; a state Technical Evaluation Committee will pick one by tender or direct award
Announced investment None (Proyectos México: N.D.)
Status Pre-investment / preparation (Proyectos México, 5 August 2026)

Land use is mixed and compatible with industry. Federal incentives follow the 22 May 2025 decree: a 100% immediate deduction for new fixed assets and an extra 25% on the increase in training or innovation spending (pillar piece). Veracruz offers a 100% stimulus for three fiscal years, then 50% for three more, on payroll tax, vehicle taxes and the education surcharge.

On 26 March 2026 Veracruz’s official gazette published the agreement creating the hub’s Technical Evaluation Committee. The committee will select developers and may use a special-purpose vehicle.

Connectivity

  • México–Tuxpan toll road.
  • Port of Tuxpan 7.7 km; Cobos marine terminal 5.5 km.
  • Fausto Vega Santander airport 4 km.
  • The declaration does not mention rail. It states that the port infrastructure “requires logistical and intermodal modernization”.

Energy and water

SENER’s opinion in the declaration gives:

  • 4 MW at maturity; growth of 2 to 3.5 MW between 2027 and 2030.
  • Distribution substation 5 km away.
  • 115 kV connection by opening the Tuxpan–Tihuatlán II or Tuxpan II–Esfuerzo line, 0.8 km away.
  • “Fernando–Cactus” gas pipeline 3.5 km away, with estimated use of 0.5 million cubic feet a day.

Proyectos México adds surface water from the Tuxpan river basin and the Álamo–Tuxpan aquifer, with 12.84 million m³ available.

A comparison with other hubs makes the point. Tuxpan has about 0.017 MW per hectare; Nezahualcóyotl about 0.11; Huamantla about 0.15. Four megawatts fits warehouses and light agribusiness. It does not fit heavy industry. The good news is that the 115 kV line runs 0.8 km away: the limit is in the plan, not in the grid.

What is missing

  • Developer. The committee has existed since March 2026; no tender or award has been published.
  • Tenants and investment. None announced.
  • Rail and intermodal links. The declaration itself asks for port modernization. Without it, the logistics case rests on the highway alone.
  • Fit between sectors and power. Heavy industry and energy on 4 MW do not add up.

Our view

Tuxpan has the clearest physical asset in this group: a Gulf port specialized in hydrocarbons, farm products and general cargo, with a direct toll road to the capital. What it lacks is institutional: a developer, an investment figure and an energy plan aligned with its target sectors. The technical committee is the first step; the next is a public call.

For an energy developer, Tuxpan is interesting because it combines a nearby 115 kV line, gas at 3.5 km and a declared energy vocation. If the hub attracts fuel storage or agribusiness with thermal processes, gas cogeneration and battery storage make sense. Today there is no counterparty to sign with.
