The Parque Industrial Bajío hub, Michoacán: 342 ha beside Lake Cuitzeo, waiting for its environmental permit
The Michoacán hub was the first to be formalised and is named, on purpose, Parque Industrial Bajío. It has 342 ha in Zinapécuaro, named developers and 12.9 MW published, but as of October 2026 its environmental impact statement is still unresolved.

Bajío Ventures · October 2026 · The welfare hubs, one by one
The Michoacán welfare development hub (Polo de Desarrollo Económico para el Bienestar, PODECOBI) was announced as “Morelia”, but it is not in Morelia. It is in the Estación Queréndaro ejido, municipality of Zinapécuaro, between the Occidente toll road and the shore of Lake Cuitzeo. Its official name is Parque Industrial Bajío. It was the first of the 15 to be formalised and it has named private developers. As of October 2026 site development has not started: its environmental impact statement (MIA) is still under review.
The fact sheet
| Field | Data |
|---|---|
| Official name | Polo de Desarrollo Económico para el Bienestar Parque Industrial Bajío |
| State and municipality | Michoacán / Zinapécuaro (Estación Queréndaro locality) |
| Area | 342.08 ha (DOF); stage 1 of 129 ha and stage 2 of 201 ha per the MIA |
| Declaration (DOF) | 7 July 2025 |
| SE–state agreement | 28 July 2025 |
| Target sectors | Agribusiness; automotive and auto parts; household appliances; logistics; machinery and equipment |
| Developer | Citelis, Grupo Herso and Supra Constructores (trust signed 19 August 2026). Proyectos México names NMC Industrial Holding instead of Supra |
| Announced investment | MXN 2,926 million: 2,710 million private and 216 million public (Proyectos México, February 2026). The Ministry of Economy list of December 2025 gave USD 700 million |
| Jobs | 27,000 direct jobs over ten years (state government); 15,000 to 30,000 (Ebrard, February 2026) |
| Status | Execution (Proyectos México, 4 August 2026); studies and detailed engineering complete, trunk infrastructure works pending (Sedeco, 3 September 2026) |
No source reconciles the two investment figures. MXN 2,926 million is about USD 155 million. The incentives are those of the 22 May 2025 decree; we summarise them in the pillar piece.
Connectivity
- Occidente toll road (15D, Mexico City–Guadalajara) and federal highway 120 Zinapécuaro–Acámbaro. An overpass over the Guadalajara road is planned.
- CPKC’s Lázaro Cárdenas–Morelia–Acámbaro–Celaya line, which runs through Estación Queréndaro. CPKC takes part as rail partner.
- Morelia airport is 7 km away per the declaration and 9.4 km per Proyectos México. By road, from the station, it is about 14 km (our calculation with OpenStreetMap).
- Acámbaro, Guanajuato, 46 km; Celaya 111 km; Lázaro Cárdenas about 350 km.
Energy and water
Proyectos México assigns it 12.9 MW available, from hydroelectric and geothermal sources, and 1.15 million m³ of water. Gas is 19 km away; the state government says the pipeline is being contracted.
In February 2026 the state Ministry of Communications and Public Works reported MXN 6.1 million in start-up works: a 200 m³ elevated tank, the perimeter wall, 8-inch water connections and the extension of a medium-voltage line, transitioning to underground in Estación Queréndaro.
12.9 MW is enough for the first stage, not for 342 ha targeting automotive and household-appliance plants. The MIA provides for two wastewater treatment plants and a 2,777 m federal canal that drains into the lake. It does not say where the potable water will come from.
What to watch
- The regional MIA. FIDEMICH filed it with SEMARNAT on 17 December 2025. Review was suspended on 27 May 2026 to request information, resumed on 14 August and the deadline was extended on 27 August. The MIA puts public infrastructure at MXN 1,394.2 million and acknowledges wetlands and protected species, among them the mountain axolotl.
- Missed dates. Works were announced for the first quarter of 2026 and operation for late August 2026. Neither happened.
- Unconfirmed companies. The Ministry of Economy slide of December 2025 named Artifibras, Monarca Truck, Harinera Monarca, Grupo SIMSA, Truper and a food irradiation plant. We found no statements from those companies. Amazon, Mercado Libre and Oxxo, cited in some reports, are tenants of another Citelis park, not of the hub.
- Context. The hub is part of the economic axis of the Plan Michoacán por la Paz y la Justicia (November 2025). In August 2026 the United States suspended phytosanitary inspections in the state for a few days. For an agro-export target sector, that is a concrete operating risk.
Our view
Michoacán has what other hubs lack: a developer with its own capital, a signed trust and a CPKC line that crosses the site. What it does not have is the environmental permit or the trunk infrastructure. Until the MIA is resolved, the timetable belongs to the regulator, not the developer.
The name is no accident. From the site, Acámbaro is 46 km away and central Morelia 38 km, and the rail line runs straight to Celaya. That relationship with Guanajuato is the one that interests us most, and we cover it in a separate piece. For an energy developer, the hub is a natural candidate for on-site generation and storage from the first stage: 12.9 MW and a gas pipeline still to be built leave little margin.
