The Durango hub (CLID): an existing park with 8.6 MW and a USD 1 billion project

The Durango hub is the Centro Logístico e Industrial de Durango, an operating park of 315.42 ha with a substation 100 m away and a 93 ha solar park. A USD 300 million plus USD 700 million automotive project has been announced, with no company named, against projected capacity of 8.6 MW.

The Durango welfare development hub (Polo de Desarrollo Económico para el Bienestar, PODECOBI) does not start from zero. It is the Centro Logístico e Industrial de Durango (CLID), a park already operating on the edge of the state capital. In December 2025 Coficab opened its second plant there. The declaration covers 315.42 ha with roads, underground networks, a substation about 100 m away and a 93 ha solar park. That same month an automotive project of USD 300 million in a first phase and USD 700 million in a second was announced, with no company named. The agreement with the Ministry of Economy came late: on 2 March 2026.

The agreement was signed six months after the declaration. That has a tax effect. The 22 May 2025 decree grants a 100% immediate deduction for new fixed assets and an extra 25% on the increase in training or innovation spending, but only for assets acquired from the agreement date (pillar piece). Durango adds a 6-year payroll-tax exemption and exemptions from the state public-registry and education taxes.

Connectivity

  • Right on federal highway 40D and the existing rail line.
  • Durango International Airport 4 km.
  • Cinco de Mayo urban area 780 m.
  • Northern Economic Corridor, with links to Mazatlán and Torreón.

Energy and water

Much of the infrastructure is already on site:

  • Projected demand of up to 8.6 MW at maturity (Proyectos México).
  • Electrical substation about 100 m away.
  • A 93 ha solar park tied to the grid; no source gives its capacity in MW.
  • El Encino–Topolobampo gas pipeline about 5 km away, with an estimated 1.4 million cubic feet a day.
  • A well and a 1,000 m³ tank; a state water concession of 114,730 m³ a year plus two groundwater concessions.

The contrast is in the numbers. A USD 1 billion automotive project usually brings several plants of several MW each. 8.6 MW for the whole hub looks short for that. Proyectos México also lists Grupo Fermaca’s hyperscale data centre: 250 MW, USD 2.7 billion, a 350 MW combined-cycle plant and a 160 km pipeline, announced on 20 March 2025. That announcement predates the hub by three months, and no source confirms it sits inside the polygon.

What to watch

  • Company behind the automotive project. USD 1 billion with no name since December 2025.
  • Link to Fermaca. If the data centre and its power plant sit inside or next to the hub, Durango’s power balance changes completely.
  • Agreement date. Companies that bought equipment before 2 March 2026 cannot apply the deduction to those assets.
  • Actual capacity of the solar park. It is the missing figure needed to know how much local generation the hub has.

Our view

CLID is the most conservative version of the programme: a working state park with services and a new label that adds federal incentives. For an investor, that lowers construction risk. The risk lies elsewhere: whether the large announcements, automotive and Fermaca, materialize, and whether the grid can serve them.

For an energy developer, Durango has all three elements together: a substation at 100 m, gas at 5 km and a solar park on site. That supports hybrid supply with storage for each new building. Self-supply projects under 0.7 MW need no generation permit. The first step is to learn the solar park’s installed capacity and the substation’s headroom.
