The Seybaplaya I hub, Campeche: port and gas at hand, no tenants
The Seybaplaya I hub covers 99.99 ha, 4.9 km from the port of Seybaplaya, with 6 MW available on site through 2030. As of October 2026 it is still in pre-investment, with no developer or announced investment.

Bajío Ventures · October 2026 · The welfare hubs, one by one
The Seybaplaya I hub sits 4.9 km from a port and already has gas and electricity on the plot. It is one of Mexico’s welfare development hubs (Polos de Desarrollo Económico para el Bienestar, PODECOBI), and one of the first four the federal government published in the Official Gazette (DOF), on 30 June 2025. It covers 99.99 ha in the municipality of Seybaplaya, 29 km southwest of the city of Campeche. The land belongs to the state, which had already declared it a “Polo Industrial del Bienestar” by state decree on 25 September 2024. More than a year after the federal declaration, the hub is still in pre-investment. It has no announced developer, companies or investment amount.
The fact sheet
| Field | Data |
|---|---|
| Official name | Polo de Desarrollo Económico para el Bienestar Seybaplaya I |
| State and municipality | Campeche / Seybaplaya |
| Area | 99.99 ha in two parcels (25.92 + 74.07 ha) |
| Declaration (DOF) | 30 June 2025 (signed 19 June 2025) |
| SE–state agreement | 15 October 2025 |
| Target sectors | Logistics, agro-industry, manufacturing linked to the energy industry, other light industry; Proyectos México adds energy |
| Developer | Not announced |
| Announced investment | N.D. on Proyectos México |
| Status | Pre-investment/Preparation (Proyectos México, revised 5 August 2026) |
Note: Article 2 of the DOF declaration gives the area in garbled text (“99-98-97.42 263-16-81.106 hectáreas”). The two parcels add up to 99.99 ha, which matches Proyectos México.
Connectivity
- Adjacent to federal highway MEX-180.
- Port of Seybaplaya: 4.9 km.
- Port of Campeche: 29 km.
- Campeche airport: 36 km.
- Tren Maya line: 37 km.
- Population of Campeche, Champotón and Seybaplaya: 387,544 (2020 census).
- Education, per Proyectos México: 31 higher-education and 32 upper-secondary institutions.
Energy and water
The declaration records gas and electricity on the plot. Proyectos México specifies 6 MW available on site through 2030, a gas pipeline in or near the plot, and groundwater from the Seybaplaya aquifer.
Six megawatts are enough for agro-processing, warehouses and light workshops. They are not enough for several energy-intensive plants at once. A mid-size auto-parts or metalworking plant typically needs several megawatts on its own. If the hub wants the “manufacturing linked to the energy industry” it advertises, grid capacity after 2030 is the variable to confirm with CFE. Nearby gas offsets part of that limit: it allows process heat and on-site generation.
What to watch
- No developer. The decree lets the state assign a developer directly or by tender. No public call is known as of October 2026.
- No named tenants. The 15 December 2025 announcement mentioned a “tropical fruit processing plant in Campeche” without naming a company. PorEsto (14 August 2025) tied the hub to port upgrades and a “Planta Pasteurizadora de Leche del Bienestar”.
- Dates. In December 2025 the federal government said nine hubs, Seybaplaya among them, would start in Q2 or Q3 2026. In August 2026 the official sheet still read pre-investment.
- The incentive clock is running. Immediate expensing applies to assets acquired from the agreement date (15 October 2025) until 30 September 2030. Every quarter without works shortens the useful window.
Our view
Seybaplaya has what many hubs lack: a nearby port, gas and a sector mix that fits the peninsula. It lacks what defines an industrial park: a developer with capital and a first tenant. The tax incentive is the same in all 15 hubs: 100% immediate deduction of new fixed assets plus an extra 25% deduction on the increase in training or innovation spending (details in the pillar piece). There is no income-tax exemption. With equal incentives, an investor’s choice will turn on port logistics and energy cost.
For an energy developer the hub is small but has gas. The opportunity lies in distributed generation and cogeneration for agro-industrial loads, and in storage to complement the 6 MW of grid supply. Self-supply projects under 0.7 MW need no generation permit, which simplifies first installations. The hub is worth tracking, but there is no anchor customer to negotiate with yet.
