The Puebla Technology and Sustainability hub: named companies, long timeline
The Puebla hub covers 217.68 ha in San José Chiapa and Nopalucan and already has four companies with 2,080 million pesos announced. The government spoke of 90% progress in March 2026, but in August it set 2029 or H1 2030 to finish the works.

Bajío Ventures · October 2026 · The welfare hubs, one by one
The Puebla hub is one of the few of Mexico’s welfare development hubs (Polos de Desarrollo Económico para el Bienestar, PODECOBI) with named companies and amounts. Four companies announced 2,080 million pesos in the southern polygon in December 2025. The hub covers 217.68 ha in San José Chiapa and Nopalucan, next to Ciudad Modelo, on land held in a state-controlled trust. Proyectos México lists it as in execution. The timeline, however, is long: the state expects to finish the works in 2029 or, at the latest, in the first half of 2030.
The fact sheet
| Field | Data |
|---|---|
| Official name | Polo de Desarrollo Económico para el Bienestar Capital de la Tecnología y la Sostenibilidad (originally “Futura Capital…”) |
| State and municipality | Puebla / San José Chiapa and Nopalucan |
| Area | 217.68 ha (corrected by clarification notice) |
| Declaration (DOF) | 1 July 2025; clarification notice 29 July 2025 |
| SE–state agreement | 16 August 2025 |
| Target sectors | Advanced manufacturing, automotive, specialized textiles, electronics, chemicals, plastics and rubber |
| Developer | Not announced; the land sits in a state-controlled trust |
| Announced investment | 2,080 million pesos (southern polygon, 15 December 2025) |
| Status | Execution/Preliminary activities (Proyectos México, revised 3 August 2026) |
The clarification notice reduced the area from 275.2 ha to 217.68 ha and dropped the word “Futura” from the name. The state government and El Heraldo de Puebla (4 June 2026) still use 275.2 ha.
Connectivity
- Amozoc–Perote highway; Arco Norte about 40 km away.
- Puebla city: under 70 km.
- Ferrosur rail inside the polygon (Proyectos México).
- Airports: Puebla 90 km, AIFA 189 km, AICM 176 km.
- Neighbouring municipalities: Oriental, San Salvador el Seco and Mazapiltepec.
- SEMARNAT: the site is already impacted and has no forest vegetation.
Energy and water
The declaration records roads, power, potable water, drainage and connectivity. Proyectos México says electricity, regional water and natural gas are available. Neither source publishes megawatts or a water volume.
That gap matters. The hub’s target sectors —automotive, chemicals, plastics, electronics— typically need several megawatts per plant. The hub sits next to Ciudad Modelo, an area that already has industry. But no official document states how much grid capacity remains for the hub. An investor should ask CFE for a written feasibility study before signing.
What to watch
- Two narratives on progress. Ebrard reported 90% progress at EXINTEX around 12 March 2026: “ready to start”. On 5 August 2026 the state set a target of 90 to 95% progress by 2029, or H1 2030 at the latest. They most likely measure different things (a first stage versus the full hub), but no source says so.
- Start of operations. A Periódico Central headline spoke of operations between July and August 2026. We could not verify it.
- Area. 217.68 ha in the DOF versus 275.2 ha in state communications.
- Letters of intent versus contracts. The state reports more than 100 companies with letters of intent and 80% of the area committed, across four specialized parks (textile, automotive, pharma, tech). Only four companies have public amounts.
Our view
The announced companies are Motores Limpios (Zacua), 730 million pesos; Grupo Charrito, 600 million; Estructuras Metálicas, 300 million; and Peisa Foods, 200 million. These are mid-size investments. None is an anchor on the scale of a carmaker. The federal incentive is the same in all 15 hubs: 100% immediate deduction of new fixed assets plus an extra 25% on the increase in training or innovation spending (details in the pillar piece). There is no income-tax exemption. For these companies, the 16 August 2025 agreement opened a five-year window for immediate expensing.
Do not confuse this hub with the 40.43 ha circular-economy hub that SEMARNAT declared in San José Chiapa on 2 March 2026. That is a different programme. For an energy developer, Puebla offers named customers and buildings still to be built. Rooftop solar self-supply below 0.7 MW, with no generation permit, and storage for manufacturing with demand peaks are offers that can go to each company today, without waiting for the park developer.
