The Huamantla hub, Tlaxcala: the first one open, with 8 MW for USD 540 million

Huamantla is the only inaugurated hub: it opened on 12 April 2026, seven months after works began, with USD 540 million announced and up to 6,000 jobs. The official sheet assigns it 8 MW, little power for an auto-parts and metalworking park.

Huamantla is the only welfare development hub (Polo de Desarrollo Económico para el Bienestar, PODECOBI) that has been inaugurated. President Claudia Sheinbaum and Governor Lorena Cuéllar opened it on 12 April 2026, after seven months of construction. It has 53 ha declared in the DOF, USD 540 million of announced investment and up to 6,000 projected jobs. Tlaxcala signed its agreement with the Ministry of Economy one day after the declaration, the fastest in the programme. The model is simple: the state sells serviced lots and each company builds its own plant.

The fact sheet

Field Data
Official name Polo de Desarrollo Económico para el Bienestar Huamantla (the official brochure calls it “Xicohténcatl II”)
State and municipality Tlaxcala / Huamantla
Area 53 ha in the DOF; about 60 ha after a 7.8 ha expansion, and 96.2 ha projected with a third plot (state, April 2026)
Declaration (DOF) 14 August 2025 (signed 11 August 2025)
SE–state agreement 15 August 2025
Target sectors DOF: textiles, basic metals, metal products, machinery, computer equipment, electrical equipment, transport equipment, beverages. Proyectos México: automotive, electronics, metalworking, chemicals, textiles and footwear, agribusiness
Developer State government (direct sale of lots)
Announced investment USD 540 million (MXN 10,422 million in Proyectos México); up to 6,000 jobs
Status Inaugurated 12 April 2026; Execution (Proyectos México, 3 August 2026)

The state says 100% of the land is allocated. Federal incentives follow the 22 May 2025 decree: a 100% immediate deduction for new fixed assets and an extra 25% on the increase in training or innovation spending (pillar piece). Tlaxcala adds a 100% payroll-tax exemption in the first year and a training programme run by the state employment service.

Connectivity

  • Puebla–Perote and Arco Norte toll roads; federal highway 136.
  • Kansas City Southern de México / Ferrosur rail.
  • Port of Veracruz 242 km; port of Tuxpan 250 km.
  • Close to San José Chiapa, home of the Puebla hub.

Energy and water

The declaration gives no megawatts; it only says the site has “electricity, potable water, drainage and connectivity”. Proyectos México assigns 8 MW (written “8 MV”), a gas pipeline 3 km away and the Huamantla aquifer, with 12,318,401 m³ a year available.

Eight megawatts for USD 540 million of investment is little. A mid-size auto-parts or metalworking plant typically demands several MW on its own. With Sonavox, Knipping and El Charrito on different lists, the declared capacity runs out with two or three mid-size plants. If the hub grows to 96.2 ha, the gap widens. There is no public source on a new substation or a CFE reinforcement.

Water looks less critical: the aquifer has volume available and allows new concessions.

What to watch

  • Power capacity. 8 MW does not match the target-sector profile. There is no public reinforcement plan.
  • Company list. August 2025: Knipping Automotive, Servicios Integrados y Administración de Alta Gerencia (US) and Comercializadora Ragón or Dragón. December 2025: Gravity, El Charrito, Sonavox and geometrikamil. April 2026: “Velvevox, El Charrito, Sonavox”. Velvevox appears in only one source.
  • Jobs. El Imparcial reports “more than five thousand”; the government and La Razón say “up to 6,000”.
  • Area. The DOF says 53 ha. The expansions to 60 and 96.2 ha have no new published declaration.

Our view

Huamantla shows that a hub can go from declaration to inauguration in eight months when the state owns the land, sells lots and does not depend on a private developer. That is its value as a benchmark for the other fourteen. Inauguration is not operation: the sources reviewed do not confirm plants in production as of October 2026.

The likely bottleneck is electrical. For an energy developer, Huamantla is the most concrete case in the programme: named companies, land sold and a short official capacity. Rooftop solar and storage per plant fit, with projects under 0.7 MW that need no generation permit. With a pipeline 3 km away, gas-fired cogeneration for thermal processes also fits. The first step is to learn how much each company requested from CFE.
